Why won't my Garmin GPS won't turn all the way on?its a nuvi 850 and we just tried to download a new software fix but when we turn it on, the back light goes on, it says GARMIN and a bar grows accross the bottom of the screen and then it stops there and doesn't finish booting up.

That's normal for a nuvi when you have it plugged in to a PC.
When the bar has moved fully across, the GPS should then appear as a disk on your PC (like a USB stick does)
Once that has happened, you should be able to run the software update.
